How long does it take to learn how to write an excel bot. And then how long does it take to actually build a bot. Would it not be quicker to hire someone to build it for you and pay them 20/30euro. If the strategy works great, if not its back to research and new strategies.
When you say "Excel bot", are you referring to using standard cell formulas on a commercial software such as Gruss Betting Assistant or do you refer to a complete bot from scratch? The first one should be VERY simple to do and only requires basic Excel knowledge. The latter requires in-depth knowledge of Visual Basic and VBA. For the latter, it would be quicker (and easier) to learn Python and then you'd have the ability to create your own bots. If you used an existing API library, you'd only have to program the strategy. DIY bots would also be much cheaper long term than paying someone else to program every strategy for you.
It would take a couple of weeks to learn the basics of Python and then you'd be learning from experience as time went by. The thing with programming is that you will never learn everything as you will only need to use a limited number of features for bot development. I've used Python for a few years now and am still learning new things on a regular basis.
Your main concern is that you don't seem to have much sense of time or value at present. If you only have a budget of 20 to 30 euro, you would be lucky to get more than 1 or 2 hours of a programmers time for that amount. A very basic strategy would take a minimum of a few days to develop and test, and that is assuming that the programmer already has a decent bot framework to begin with. Botting requires a LOT of patience and can easily take up months and years of your spare time. Unless you have a massive budget to pay for someone else's time, programming your own bots is the only way forward. The other option is to buy a commercial bot that allows custom strategies and program them yourself, but that usually involves a monthly subscription.
